According to ABC 13, this is why the toll roads are not free. It does not make much sense to me, but I also don’t believe in doublespeak, either. Source
This one has not been open for very long. Also, I am not sure if HCTRA contributed money to pay for this or not. If they did, I would definitely say that is an abuse of Harris County dollars going to pay for a road in another county. Source
